SITING AND PERMITTING

Bridgewater Group provides a broad range of technical capabilities related to siting and permitting new facilities including electrical generation (wind, gas, coal, hydro), transmission, industrial, recreation, fisheries, and other types of facilities requiring permits to construct or operate. This experience is concentrated in the Northwest, but also extends into much of the Western US.

Our goal is to meet the needs of the project while navigating regulatory requirements. Specific services include the following:

  • Site assessment, constraints analysis and fatal flaw reviews
     
  • Multi-media permitting including air, storm water, wastewater and hazardous waste
     
  • Identification of project permitting needs and establishment of permitting strategies and schedules
     
  • Agency negotiations, planning, and coordination 

We deliver comprehensive and cost-effective resource studies and surveys required for all types of projects. By putting together a local team of experts and subconsultants, we offer the complete range of services needed to support your project. We and our strategic partners have played a leading role for projects subject to many of the state environmental and energy siting certification processes such as Washington’s State Environmental Policy Act (SEPA) and State Energy Facility Siting Evaluation Council (EFSEC), Oregon’s Energy Facility Siting Council (EFSC), California Environmental Quality Act (CEQA), and Wyoming Industrial Siting Act (ISA). We have participated or had major roles in the analysis, resource studies, and overall permitting for major utility-scale wind, gas-fired generation, industrial facilities as well as smaller scale recreation, fisheries, or commercial facilities requiring conditional use or county permits.

ENVIRONMENTAL COMPLIANCE AND INFORMATION MANAGEMENT
Bridgewater Group prides itself in its ability to understand its client's business and identify opportunities to lower the cost of environmental management. In this context, we have assisted clients in the development of multi-year programs to re-engineer their environmental function and business processes. ENVIRONMENTAL LIABILITY MANAGEMENT
One of Bridgewater Group's specialties is the economic evaluation of environmental liabilities in support of mergers & acquisitions, insurance cost recovery actions, and reserve analysis. We have a reputation for providing our clients with highly defensible and reliable estimates including relatively complex environmental liabilities such as sediment cleanup in harbors and waterways, cleanup of sites with potential endocrine disruptors, natural resource damages, and regional landfills.

SITE CHARACTERIZATION AND REMEDIATION
We create value by developing and implementing integrated technical, regulatory, project delivery, insurance, financial, and administrative solutions that significantly reduce the cost of site investigation and cleanup. We have a proven track record of creating total cost savings ranging from 20 to 80 percent on individual sites and portfolios of sites.

We also lower the cost of site cleanup through our hands-on approach to project management and our ability to access the resources required to complete larger projects on an as needed basis. As a firm of six senior experts, clients can be assured that the person who crafted the project strategy will direct its implementation. Clients can also be assured that during implementation, they will pay for resources only when they are needed. These two aspects of our business model have translated into 20 to 30 percent cost savings on site investigation and cleanup projects.

Our experience encompasses all phases of the site cleanup process, including project scoping, site investigation, risk evaluations, feasibility studies, and remedial action design and implementation. We have extensive experience in Federal Superfund and RCRA corrective action site cleanups, as well as experience with a number of state-level programs. Finally, Bridgewater Group has a broad base of experience in both upland and sediment cleanups involving PCBs, PAHs, VOCs, pesticides, and metals. Specific services include the following:
